Ghanshyam Mann ae4e1d626d Cap stable/2024.2 network, swift, volume api_extensions for tempest ...

This commit cap the network, volume and swift extensions on
Tempest's config option api_extensions.

In 2024.2, new extension in neutron are:
- ag-creation
- quota-check-limit-default
- port-trusted-vif
- uplink-status-propagation-updatable

and no new extensions in swift and cinder.
