Pavlo Shchelokovskyy b08b673def Allow properly overriding DEST ...

Change the order of variable declarations in stackrc so that setting
custom DEST in local.conf is also affecting DATA_DIR, SERVICE_DIR and
SUBUNIT_OUTPUT.
