Christian Berendt 056a0c6bbc build_docs: do not handle md and conf files with shocco ...

At the moment the following md and conf files are handled with shocco.
This should not be the case.

* samples/local.conf
* lib/neutron_thirdparty/README.md
* lib/neutron_plugins/README.md
