Paul Belanger b543369a25 Only cache ETCD tarballs for amd64. ...

Multiarch versions of ETCD only exist for v3.2.x, this means when we
try to cache etcd-v3.1.10-linux-arm64.tar.gz for nodepool-builder, we
are not able to find it.  Breaking our image builds.
