Ghanshyam Mann 5299f9a855 Cap stable/2024.1 network, swift, volume api_extensions for tempest ...

This commit cap the network, volume and swift extensions on
Tempest's config option api_extensions.

In 2024.1, new extension in neutron are:
- vpn-aes-ccm-gcm
- tap-mirror
- subnet-external-network
- port-numa-affinity-policy-socket"

and no new extensions in swift and cinder.
