Ben Nemec 2fce0a973d Fix screenrc for nova-compute ...

When devstack creates stack-screenrc, it includes unescaped "
characters that cause failures starting nova-compute.  This fix
changes the " to ' so there isn't a conflict.

Fixes bug 1183114
