We have a data file containing the extra ATCs for all projects, but the
list is not published in an easily readable format. Add the list of
extra ATCs to the project pages.

Render the YAML file contents as the list of official teams and create a
directive to render the list of projects with a given tag to avoid
having to update that data in two places.

Piet has been working with Horizon for the past two releases to

Move from a program-driven project structure (which prevented
competition and innovation) to a project-based structure. Introduce
new simple objective requirements for future OpenStack projects.
Remove incubation process (keeping old incubation/integration
requirements doc around as a reference until it's converted into a set
of representative tags).

Tags may have attributes to further describe what they mean or to store
pointers to extra information. This change modifies the tag template and
the "integrated-release" tag definition (to introduce the "since"
attribute).

I propose we add Chuck Short as an extra-atc to represent his work for
the Release Cycle Management program, more precisely for the Stable
branch management. Chuck is a member of stable-maint-core, regularly
handling release management for stable point releases and reviewing
related stable backports.

David Chadwick has continued to be a strong and important collaborator
in Keystone on the specifications and design. This updates extends his

For seamless transition between the previous project structure and the
upcoming one, import the old 'integrated-release' concept as a tag. When
this concept will have been fully split into more meaningful tags, this
tag will be discontinued.
