Goutham Pacha Ravi dbdca7da55 [resolution] Relinquish "quantum" project on PyPI 
We renamed the OpenStack Networking Service from "quantum"
to "Neutron" in 2013 [1]. We have since not updated any
artifacts to the PyPI project with the same name.

A request arrived in the OpenStack Discuss Mailing list [2]
to transfer ownership to a new owner.
