rabi ad4329d008 Remove unnecessary install_heat_other 
Remove the redundant code for bulding a pip mirror
for heat agents. At present it's used by
test_server_software_config.py, which is disabled.

We may use RDO packages for the agents in the future,
when we plan to enable these tests.

Enabling heat in DevStack

  1. Download DevStack:

    git clone https://git.openstack.org/openstack-dev/devstack
cd devstack

  2. Add this repo as an external repository into your local.conf file:

    [[local|localrc]]
enable_plugin heat https://git.openstack.org/openstack/heat

  3. Run stack.sh.
