Credentials are associated with users so there is no reason we prevent domain users from accessing the resources. In some services like heat domain admin is used to generate keystone credentials and loosing the scope check is required to continue supporting such use case. OpenStack Keystone
OpenStack Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
