Tom Barron 7dfd141915 set basepython for pylint tox env 
to python2.7 so that running locally will succeed
and the results will match those for the gate
pylint job.

MANILA

You have come across an OpenStack shared file system service. It has identified itself as "Manila." It was abstracted from the Cinder project.

Getting Started
