Goutham Pacha Ravi b1bf39412b [CI] Switch Xenial tempest jobs to Bionic Beaver

This change specifically ignores the grenade
job (manila-grenade), which is pending conversion
to zuulv3 because we need a way to set the default
python3 interpreter when running on Bionic Beaver.
