The lower constraints job should only be run on
master, since it provides little value to stable branches
we've already shipped. We do not allow requirements
changes in these branches lightly. [1][2][3]
Lets drop the job rather than waste time fixing
it when the job definitions change [4] and cause failures
in these older stable branches.
