[1] has been merged for Basic CRUD for segments. This patch will enable create and delete segments in ML2. This patch will do following things: a) When creating a segment, reserve the segment in ML2. b) When deleting a segment, release the segment in ML2. c) Prevent deleting segment if it is in use. d) Add segment_index.
