Andreas Jaeger fb078647cb Remove openSUSE Leap 42.3 jobs

openSUSE Leap 42.3 is EOL since June 2019, let's remove remaining jobs so
that we can remove Leap 42.3 from Opendev infrastructure.

OpenStack-Ansible keystone

Ansible role that installs and configures OpenStack Keystone. Keystone is installed behind the Apache webserver listening on port 5000 and port 35357 by default.
