Import placement auth vars to global scope
Following precedent in the os_nova role[0], nova will use the placement API credentials to access the placement service. Since these defaults are used between both the placement and nova roles they must be scoped in the 'all' group vars. Change-Id: I25ce79b9e3492cb075c50beed90ea2b78055e474
