Dmitriy Rabotyagov e4f3da81ce Set CentOS upgrade jobs to non-voting ...

As centos upgrade jobs instantly ends up in timout error as
they take more than 3 hours pretty frequently, it's worth
setting them as non voting and dropping from gate.
But we still should look at the job status and we may
ignore only timeout failures, while failures for other reasons
should be investigated.
