Installation procedure docs tell deployers to run this play but the very next stage of the installation docs has them run setup-infrastructure.yml which includes the haproxy-install.yml play. There is no need to run the play twice. Change-Id: I11d5996698a2cb010b2c39bee9948d4e2bda0a56
