Kevin Carter 7efa43b0d5 Enable fixed mac address generation
This change allows neutron-agent and rabbitmq containers to use a fixed
mac address which should ensure that we're not running into prolonged
downtime due to mac address rotations caused by container restarts.

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
