Logan V 8fb6a3bb00 Fix skipping Ceph client linking

When *_venv_enabled is set to False, the plays fail to set
openstack_service_venv_bin correctly (empty string) and instead
populate it with the venv path anyway.

OpenStack-Ansible

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
