Nolan Brubaker d95eaf5996 Add test for setting existing used IPs.
The _set_used_ips function will traverse the IPs for each host already
existing in inventory, but there was no targetted test for this
functionality. This patch adds a fairly simple one to ensure code
coverage.

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
