Jesse Pretorius ecf73b3e84 Move ceph_client and haproxy_server to IRR
With the merge of https://review.openstack.org/358333 the ceph_client
and haproxy_server roles are now in their own repositories.

This removes the roles from the code tree and implements the
independant roles in ansible-role-requirements.yml

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
