Gage Hugo 2cc86d4bed Update all jobs to at least Train 
With the removal of official support of all openstack releases
older than T, this change updates each job to at least use the
Train release.

The goal of OpenStack-Helm-Infra is to provide charts for services or integration of third-party solutions that are required to run OpenStack-Helm.
