You can pass the name of the project, user, and role to the
"openstack role add" command, so the example can be simplified.

The note saying that services other than Identity assign meaning to
roles is confusing. Maybe the intent was to say that the other services
have a policy file that defines what operations the roles can do.
Before the v3 API, keystone didn't support RBAC, but now with v3 it
supports RBAC like all the other services.
The note is updated so that hopefully it will now provide usable
information.

The file is only used by admin-guide-cloud, so move it from common to
that directory.
Remove all exclude_patterns that mention support-compute.rst.
Remove XML version of the file since it's unused.

The HP 3PAR Cinder driver was recently refactored to be HPE.
The same refactoring is being done to the documentation with
this patch. It is being done because the company managing the
HP 3PAR Cinder driver is now Hewlett Packard Enterprise (HPE).
