Balazs Gibizer cd5fa137cc Bumping functional test job timeouts 
Recently we saw frequent job timeouts probably due to the intel kernel
patches. So this patch bumps the functional and functional-py35 jobs
timeout from 1800 seconds to 3600 seconds.
