update the access and gerritbot settings.

openstack-pkg-tools is the one tool that is used for setting-up the
packaging build environment and scripts for doing the actual build.
So this is the first one which I am trying to add.

Remove notification of changes for stackforge repos from gerritbot.
Remove channels from accessbot where all repos have been retired.
stackforge/compass-install was left in for now since the team wants to get
it reinstated.

updates regarding changes to the stackforge/third-party-ci-tools
repository. Also added it to accessbot.

kiloeyes is a new cloud monitoring project which implements
monasca metrics api. It is a pure python implementation with
backend being elasticsearch. It gathers various metrics from
its agents and save all the data to elasticsearch for further
analysis. It also integrates with Horizon.

RDO and SUSE folks have agreed to start with a fresh
repo for collaborating on upstream packaging. In order to
sort out the issues, we start with a low hanging fruit
and iron out the differences there and will extend this
up the stack as things are progressing.

The OpenStack Diversity Working Group has started a new IRC
channel and would like to enable openstack bot services on
it. This patch adds the #openstack-diversity channel to the
puppe manifests that manage the irc bot.

This project is intended to be a javascript equivalent of openstack's
"hacking" project. It will also act as a testbed for any openstack tools
used to publish this project to the npm repository.
Rules within the project have been set to what is currently under
discussion in the 'depends-on' patch. The openstack namespace has been
chosen over openstack-dev, as I was informed that the latter is being
deprecated in favor of the former.
Channel notifications have been added to openstack-javascript,
openstack-merges, and openstack-qa. Projects that use these linting
rules should add their own channel subscriptions.

Since Neutron is implementing it's own verison of the "Big Tent"
governance model (called the "Neutron Stadium"), I'd like to create
a new IRC channel we can use to sync release activities and to use
as a sync point between the projects. This will also be used for
syncing between PTL and Lieutenants during an office hours window.
