Gentoo has updates it's system profiles, we need to follow this in order
to make our builds work again.
TODO: Update the image name accordingly or switch to a more generic
name.

particularly around package installation (e.g. [1]).

The OpenStack technical election officials use a #openstack-election
channel to coordinate reviews of changes to election tooling, so
would appreciate having changes for the openstack/election
repository announced there.

Switch from release-tox-docs-infra to publish-tox-docs-infra.
release-tox-docs-infra only publishes at release time while
publish-tox-docs-infra publishes after each merge.
OpenStack and Zuul publish after each merge - and most of the OpenDev
repos as well. Let's use the same pattern everywhere.
Remove also the now unused publish job.

Some have pointed out that the generated page title is not strictly
correct for a valid RST title. This adds some additional formatting of
the text to make sure it is completely valid.

Changes to the openstack/election repository are of interest to the
technical governance of the OpenStack project, so report them in all
IRC channels where changes for the openstack/governance repository
are also reported (#openstack-dev, #openstack-merges
and #openstack-tc).

This patch ends project gating for the purposes of retiring
the charm-neutron-api-genericswitch project.

Per discussion at the last PTG, new Airship projects have been
getting created with per-project core groups, instead of the older
airship-core group. This change catches up existing Airship projects
to this setup, as they either have new core reviewers being added
or will in the future. A few projects which are closely and
logically related to other projects are configured to share their
ACLs for simplicity's sake.
Note that this removes the airship.config ACL, but we do need to retain
the airship-core group (for now).
With (or ahead of) this change, please seed the existing airship-core
group as a member of all the newly created groups, to ensure
uninterrupted review/merge ability.
