The scrub_time parameter is not used by glance-api. The parameter is used by glance-scrubber which is not yet supported by puppet-glance, and should be added to glance-scrubber.conf instead. This change deprecates the parameter because it has been ineffective. Change-Id: I12ed8285a2a048880b5a263958f0aba62128ca58
