Add fossw ML2 plugin of networking-fujitsu to puppet-neutron

Introduce manifests for fossw ML2 plugin of networking-fujitsu ML2 plugin.
This manifest configures ml2_conf.ini for fossw ML2 plugin which drives
FUJITSU FOS switch.
