Update the URL to the upper-constraints file to point to the redirect rule on releases.openstack.org so that anyone working on this branch will switch to the correct upper-constraints list automatically when the requirements repository branches. Until the requirements repository has as stable/ussuri branch, tests will continue to use the upper-constraints list on master. Change-Id: I4cc448f012d68268bfaceaffdfccb9a2bbd9d29f

This gem provides helper utilities for running rspec tests in the OpenStack Puppet Modules.
Usage
Include this gem in your Gemfile:
gem 'puppet-openstack_spec_helper',
:git => 'https://opendev.org/openstack/puppet-openstack_spec_helper',
:require => false
In your Rakefile, require the rake_tasks library:
require 'puppet-openstack_spec_helper/rake_tasks'
Instructions for using puppet-openstack_spec_helper/beaker_spec_helper in
spec/spec_helper_acceptance.rb to come soon.
