kartik494 1b707a7e40 Migrate testing to Ubuntu Focal
As per victoria cycle testing runtime and community goal,
we need to migrate upstream CI/CD to Ubuntu Focal(20.04).

Bump lower constraints to make testing work for Focal.

Python bindings to the Magnum API

This is a client library for Magnum built on the Magnum API. It provides a Python API (the magnumclient module) and a command-line tool (magnum).

Development takes place via the usual OpenStack processes as outlined in the developer guide.
