Update the URL to the upper-constraints file to point to the redirect rule on releases.openstack.org so that anyone working on this branch will switch to the correct upper-constraints list automatically when the requirements repository branches. Until the requirements repository has as stable/victoria branch, tests will continue to use the upper-constraints list on master. Change-Id: I938e4138ebad5a2f33dba4b0d392d553cb6a6259

This is a client library for Magnum built on the Magnum API. It
provides a Python API (the magnumclient module) and a
command-line tool (magnum).
Development takes place via the usual OpenStack processes as outlined in the developer guide.
