Update the URL to the upper-constraints file to point to the redirect rule on releases.openstack.org so that anyone working on this branch will switch to the correct upper-constraints list automatically when the requirements repository branches. Until the requirements repository has as stable/xena branch, tests will continue to use the upper-constraints list on master. Change-Id: Icbc1c15afa0d98cb40f7bf20c7ff07c783f1597e

provides a Python API (the magnumclient module) and a
command-line tool (magnum).
Development takes place via the usual OpenStack processes as outlined in the developer guide.
