The current -h/--help display uses original cliff format, the display is unfriendly due to mismatched indent. This patch replaces the original HelpAction and formatter imported from cliff with custom ones to present a more user friendly display. And it is also more similar with other OpenStack projects' help display. Change-Id: I28405e4001369614f02ad755c12b138713e6c3b2 Closes-Bug:#1449516
