Chandan Kumar (raukadah) 51753617ff Donot install policycoreutils-python for cs9 
Since policycoreutils-python package is not available on
EL9 and bindep package is used in tripleo-ci
container-build role.

Since the package is not available so it breaks the EL9
container build.

Making it exception for EL9 fixes the issue.
