Brendan Shephard 7ac7335798 Add release note for dropping upgrade converge 
Upgrade converge is no longer necessary with
ephemeral Heat. It was remove by:
https://review.opendev.org/c/openstack/python-tripleoclient/+/817127

This change adds a release note describing the change.
