Create stable/stein branches for all libraries and client libraries
that do not have them already. The branching point is the most
recent library release.
NB: ironic-lib, kuryr, metalsmith, octavia-lib, python-saharaclient,
python-zunclient and sushy already had stable/stein branches defined.

This release is to correct some changes that were accidentally
allowed into os-brick during the stein release and to
fix some associated bugs.

The new-release script couldnt handle cases where we wanted to
increment the version for an rc where there hadn't previously been
a release since milestones aren't as much of a thing anymore.
This patch will add the ability to detect and handle these cases
falling back to how things are done with milestones.

to bring support to deploy Mistral inside Rocky.

The 1.8.0 release contained an issue in its JSON code, that apparently
affects rsd-lib, making them pin non-final version conflicting with u-c:

This patch adds a new independent deliverable for openstack/cinderlib,
and will be changed to a cycle-based model once we change to Train.
The cinderlib project is a special kind of project, because even though
it's a library, it is unlike the rest of the OpenStack libraries.
It's primary use is for non OpenStack projects, and uses the Cinder
project itself as if it were a library to consume existing block storage
drivers.
