The originally planned Extended Maintenance transition deadline for
Wallaby is too close to Zed release (1 week after the release), so
let's move it to a quiet period: 4 weeks after the release & 2 weeks
after the PTG.

Ocata went to End of Life several months ago [1], but it took time to
transition all the projects and it was forgotten to mark Ocata series
status as EOL. This patch corrects now Ocata status.

Mistral team is PTL-less / has distributed PTL role, which is defined
in governance repository [1]. Our check_approval.py script currently
fetches PTL info from governance repository [2] and release liaisons
info from release repository [3]. To make the check approval script
work for all the distributed PTL role owners we need to add them to
release liaisons as well.

During the Ussuri series Extended Maintenance transition we missed
Ironic and Tripleo projects final ussuri release and transition.
Due to release tooling is implemented in a way that no release can be
done if a series is in 'extended maintenance', we need to set Ussuri
back as 'maintained' temporarily until Ironic and Tripleo projects
releases take place, transition them into Extended Maintenance, and
then set back Ussuri series state as in 'extended maintenance'.

This patch propose to move the Extended Maintenance transition date of
stable/victoria with one week to have a less busy period of almost ~1
month after the release of Yoga to prepare.
Also updates the EM transition date of Xena to 18 months after the
initial release. This will most probably change in the future, but
let's have a more valid date there then the current one.
