This cycle we changed cycle-with-milestones to cycle-with-rc and no
longer require that projects do any beta releases prior to the RC. This
updates our release version validation check to allow for the first
release of the cycle to be an RC release.

Create stable/stein branches for all libraries and client libraries
that do not have them already. The branching point is the most
recent library release.
NB: ironic-lib, kuryr, metalsmith, octavia-lib, python-saharaclient,
python-zunclient and sushy already had stable/stein branches defined.

There's not a lot to report because the vast majority of time was
spent on the first item in the list.
Doing this separately from the actual release as this is ready
but the release is not (some critical docs remain).

This release is to correct some changes that were accidentally
allowed into os-brick during the stein release and to
fix some associated bugs.

The new-release script couldnt handle cases where we wanted to
increment the version for an rc where there hadn't previously been
a release since milestones aren't as much of a thing anymore.
This patch will add the ability to detect and handle these cases
falling back to how things are done with milestones.

to bring support to deploy Mistral inside Rocky.

The 1.8.0 release contained an issue in its JSON code, that apparently
affects rsd-lib, making them pin non-final version conflicting with u-c:

This, in turn, breaks packagers (e.g. RDO).
