This release picks up new commits to masakari-monitors since
the last release from stable/wallaby.
This is being proposed as a convenience to help make sure stable
changes are being released. If the team is good with this going out,
please respond with a +1 to let the release team know it is OK to
proceed.
If it is not wanted at this time, or if there are more changes that
would be good to get merged before doing a stable release, please
leave a -1 with a comment with what the team would prefer. We can
then either abandon this patch, or wait for an update with a new
commit hash to use instead.

This patch cut the first release of the horizon for the zed cycle.
horizon recently migrated to the Xstatic-angular version from
1.5.8.0->1.8.2.2 and after that npm jobs for many horizon
plugins start failing. The main purpose of this release is
plugins can consume f044c4b0a3 to fix their npm jobs.

This transition the Pike branch to End of Life. The last patch of the
branch will be tagged with ocata-eol tag. The pike branch cannot be
used anymore and will be deleted if this patch merges.
This is needed as stable/pike is not actively maintained in the recent
period and thus gate is broken due to job failures. By removing these
branches, infra resources will be freed up, too.
