adds test for rebuilding boot-from-volume server with mv 2.93+ the test also verifies a rbd driver specific bug, that volume snapshots are not deleted during server rebuild. but the test is generic and works for all storage backends. also adds config [volume-feature-enabled] rebuild_preserves_volume_snapshots option (default False), the devstack change enables it for master.
