melanie witt 74fa505748 Add configuration for compute unified limits feature 
This adds a config option to indicate the presence of the unified
limits feature in the compute service and skips tests that depend
on the feature being present or absent.

Related to blueprint unified-limits-nova

Tempest - The OpenStack Integration Test Suite

This is a set of integration tests to be run against a live OpenStack cluster. Tempest has batteries of tests for OpenStack API validation, scenarios, and other specific tests useful in validating an OpenStack deployment.
