Andreas Jaeger ae2709dcd6 Small cleanups

Setup.cfg:
- This repo is python 3 only ,remove universal wheel building.
- Remove pbr.hooks.setup_hook, those are obsolete since a long time

tox.ini:
- remove tox:jenkins, this is not used since ages
