Charles Short c351f70aaa Include sytemd-container on the ISO 
The systemd-container packages needed by apt-ostree
to exec update scripts and other commands during an
upgrade.

Test Plan:
PASS Build ISO.
PASS Run ISO check for the systemd-nspawn binary.
