Upversioned the portieris app to v0.14.0 to pick up the latest
upstream release and reduce CVE exposure.

PASS: CVE scan on v0.14.0 (0 Critical, 6 High, 21 total; no criticals,
remaining are Go dependency/base-image findings).

- Upload and apply the app.
- Verify portieris applied successfully.
- Verify HelmRelease and pods are Running.
- Verify single admission webhook (FluxCD patch working).
PASS: Backup (B&R) — pre_backup/post_backup webhook hooks verified.
