Jorge Saffe 12406d94ec Remove ntpdate package ...

ntpdate package is an old legacy package that is
no longer used. It can be safely removed.

Test Plan:
- PASS Fresh Install SX env
  * Verify ntpdate package is not installed.
  * Verify system status unlock/available.
  * Verify alarms.

- PASS Fresh Install DX env
  * Verify ntpdate package is not installed.
  * Verify system status unlock/available.
  * Verify alarms.

- PASS ntp runtime configuration
  * Configure ntp servers (system ntp-modify ...)
  * Lock/Unlock system
  * Verify ntp (system ntp-show, date)
