Romulo Leite 739a4ba9ac Add scapy wheels to support older DPDK versions 
These change will add the scapy dependency
for Debian stable wheels support older DPDK platform
versions and virtual switch custom clients.

Test plan:

PASS: Run downloader -s -b
PASS: Build wheel tarball
PASS: Use the wheels tarball in build-image script
