'setuptools' version 71 requires 'packaging' version 22.
Updated upper-constraints to comply
This resolves an issue where the controllerconfig-tox-flake8
zuul job running on the starlingx/config repo is failing with [1]
Test Plan:
PASS Change the upper-contraints in [2]
and observe Zuul's response [3]
