Eduardo Juliano Alberti 73f332bcb7 Disable Max CState limitation ...

To run properly, after the installation process of the
Kubernetes Power Manager, the system must be configured in
order to remove the Intel Max CState limitation from
GRUB command line.

Also, to avoid conflicts between functionalities, when
the Kubernetes Power Manager is enable, is necessary to
disable the configuration of Max CPU frequency.

TEST PLAN:
PASS: Configuration after app installation
PASS: Configuration during boot time
PASS: AIO-SX bootstrap successfully
PASS: Standard bootstrap successfully
PASS: 'power-management' label assignment to nodes
      successfully
PASS: Nodes lock and unlock
