Russell Bryant 2af516d60a Drop RpcProxy usage from ibm plugin

Drop usage of the RpcProxy compatibility class from the ibm plugin.
Direct usage of oslo.messaging APIs is now done instead.

Part of blueprint drop-rpc-compat.
